Farm and Ranch Water Infrastructure

The Farm and Ranch Water Infrastructure Program (FRWIP) supports the development of secure and sustainable water sources for agriculture use. All applicants must demonstrate an agricultural use for the water.

The pre-approval stream for water development projects is not an alternative for producer applicants whose standard water development projects (wells, dugout and pipelines) exceed the maximum funding offered through FRWIP's rebate stream. Eligible projects include development of community wells (or dugout) with tank loading facilities by rural municipalities or First Nation Bands and on-farm connections to non-potable rural water utilities.

Applicants are encouraged to assess their project against the program criteria and review program eligibility.

Mitigate drought impacts, enhance public safety, and reduce groundwater contamination through well decommissioning and related water infrastructure improvements.

Examples of Eligible Activities and Costs:

Permits & Consulting

  • Permit fees (e.g., Groundwater Investigation, Water Rights Licensing, WSA Approvals)

  • Consultant and engineering fees (e.g., hydro-geologist, materials analysis, design)

Well Construction

  • Groundwater exploration and test holes (eligible even if the project does not proceed)

  • Drilling, boring, screening, casing, and gravel for large-diameter wells

Dugouts

  • Construction or excavation of new or expanded dugouts

  • Includes wet well installation, casing, and gravel

Water Distribution

  • Trenching or directional boring and piping from well to pressure system or distribution site

  • Pumps (electric, solar, wind), controllers, pipes, floating intakes, pressure systems, pitless adapters, fittings, and connectors

Storage & Fencing

  • Permanent water tanks (minimum 1,000 US gallons / 3,700 L); maximum rebate $5,000 per project (no rebate for community projects)

  • Fencing to exclude livestock (maximum $750 per project), including posts, wire, labour, and equipment (with receipts)

Watering Appliances

  • Water bowls, nose pumps, hydrants, or troughs (minimum 100 gallons)

  • Maximum rebate: $2,500 per applicant over Sustainable CAP lifetime

  • Includes installation and freight (freight excluded from rebate limit)

Power Infrastructure

  • Maximum $20,000 per project (excluding community water projects)

  • Includes SaskPower installation, solar/wind/composite watering systems, water storage/distribution, and water monitoring (as part of infrastructure)

  • Freight is eligible but excluded from rebate limit

In-Kind Contributions

  • Labour reimbursed at $22/hour, maximum $250 per project (not applicable for supervision or duplicated contractor work)

  • Machinery reimbursed according to the Farm Machinery Custom Rate Guide

Non-Potable Rural Water Connections

  • Maximum $15,000 per applicant/project for multi-user pipeline fees

Community Water Projects Only

  • Power hookup (maximum $20,000 per project)

  • Well, pump house, tank loading infrastructure, and road access
